MEMORANDUM FOR RECORD

SUBJECT: Revisions to the Defense Security Cooperation Agency's Guidelines for Foreign Military Financing of Direct Commercial Contracts.

The Defense Security Cooperation Agency (DSCA) revised its Guidelines for Foreign Military Financing of Direct Commercial Contracts and Contractor's Certification and Agreement with DSCA, both dated May 2000. The current editions of both documents are dated August 2001.

Full implementation of the August 2001 editions of both the Guidelines for Foreign Military Financing of Direct Commercial Contracts and Contractor's Certification and Agreement with DSCA is now in effect. Countries participating in the Foreign Military Financing Direct Commercial Contracts program should complete their transition to the August 2001 editions no later than December 1, 2001.
