Defense Department Supports Wheelchair Donations in Iraq

WASHINGTON, Feb. 19, 2004 --
Several hundred Iraqis have new-found mobility, thanks to a
public-private partnership that provides wheelchairs to
victims of war, disability and disease. An Iraqi child revels
in his new wheelchair, donated through a public-private
partnership.

Vinnell Wins Contract to Train New Iraqi Army
(26 June 2003) Yesterday the U.S. Army awarded a $48 million contract to the Vinnell Corporation of Fairfax, Virginia, for training the nucleus of a New Iraqi Army.
Under the one-year contract, which begins on 1 July, Vinnell Corporation employees will enroll, screen, and train the core of a New Iraqi Army. The contractor will also train recruits that will form the first infantry battalions of the new force; teaching basic infantry skills to the enlisted, noncommissioned officer, and officer candidates at a training center in central Iraq.

Djibo School Construction
These are pictures from Burkina Faso's dedication ceremony for the completion of the FY01 HA-funded school construction project. In FY01, Burkina Faso received $104K in OHDACA funding for the rudimentary construction of a school. Upon completion, this project will be followed on by a shipment of DoD Excess Property which will furnish the building with desks, chairs and other limited school supplies.

Renovation of a Medical Clinic in Banjul, The Gambia
These are pictures, press
release and the speech from the ground-breaking ceremony on
the FY02 HA project in The Gambia. This $41K project will
renovate the medical clinic that provides health care to the
local civilian population at Fajara Barracks in Banjul, The
Gambia. [more]
School Construction in Benin
In FY01, the HA program funded Benin Country
Team with $190K for the construction of two schools, one
located in Ouake and one in Malanville. The dedication
ceremonies were conducted on 16 Nov 02, and 14 Nov. 02,
respectively. Benin has been a consistent player in EUCOM's HA

School Construction in Chad
In FY00 the HA-Other program provided the
Chad Country Team with $100K to construct rudimentary school buildings in rural,
under-served areas. Three classrooms were constructed with these funds in Bénoyé, which is located about 50 km
north of Moundou in Southern Chad.
These classrooms, which are quite basic by our standards, are a quantum
leap forward from the grass shelters where classes were formerly held, and which
needed to be rebuilt annually after the rainy season. [more]

Poland and US Initial F-16 Sale
On 15 March, the U.S. Department of Defense and the Government of Poland initialed documents governing a $3.5 billion sale of F-16s for the Polish Air Force. The initialing of key documents by the Director of the Defense Security Cooperation Agency Lt. Gen. Tome Walters and the Deputy Minister of Defense Janusz Zemke and Deputy Minister of Finance Ryszard Michalski signified the successful completion of negotiations on the technical and financial aspects of the deal.

November 2002 heralds the liberty, education and empowerment

Poland Chooses the F-16 “Fighting Falcon”
On December 27 th , 2002, the
Government of Poland announced its selection
of the F-16 Block 52 as its newest fighter aircraft. Poland’s decision to purchase forty-eight F-16 multi-role fighters, joining 23 other nations that fly the “Fighting Falcon,” opens many new avenues for U.S.-Polish cooperation.

"Security Cooperation in a Post 9/11 World"
Lieutenant General Tome Walters, Director of the Defense Security Cooperation Agency will host an annual worldwide Security Cooperation Conference at the Hilton Alexandria Mark Center in Alexandria, Virginia 16-17 October, 2002. The theme of the conference is "Security Cooperation in a Post 9/11 World."
The conference will include key note speaker, Deputy Secretary of State Richard Armitage who plans to announce several new initiatives involving foreign military sales/export controls. The agenda also includes: Sikorsky Aircraft Corporation President Dean
Borgman; Bahrain's Ambassador Al-Kalifa; Principal Deputy Under Secretary of Defense (Acquisition, Technology and Logistics) Michael Wynne; Special Assistant for Homeland Security Peter
Verga; and Associate Deputy Minister for Public Works and Government Services Canada, Michael Nurse. An "Enduring Freedom" update will be provided by Brigadier General Jeffrey
Schloesser, Office of the Joint Chiefs of Staff. Captain T. L. McCreary, also from the Office of the Joint Chiefs of Staff, will discuss the war on terrorism from a Public Affairs perspective.

reference tool includes a "how to" guide to
help international customers prepare Foreign Military Sales
Letters of Requests (LORs), checklists, and links to web sites
that support the security assistance process.

E-Learning Now Available with DISAM
DISAM inaugurated its first E-Learning course over the internet
on January 11, 2002. The course, entitled the Security Assistance
Management Orientation Course (SAM-OC), replaces DISAM's prototype
Virtual Classroom with an official catalog course. This course is
an ideal starting point for both military and civilian personnel,
stationed overseas or in CONUS, who are new to security assistance
and have not received resident training at DISAM. SAM-OC is roughly
equivalent to the resident DISAM SAM-CO course, takes about 30 hours
to complete, and concludes with an on-line test. We invite you to
