(Defenselink -- 18 October 2004) QinetiQ Inc., Washington, D.C. is being awarded a potential maximum $6,069,010 value indefinite-delivery/indefinite-quantity contract with for improved specific emitter identification (I-SEI) systems and engineering support. Specific emitter identification (SEI) technology passively measures emitters, and characterizes unique emitter signatures that can be used for friendly or enemy emitter identification and fingerprinting. The contract employs a hybrid pricing structure to procure up to 32 I-SEI hardware systems with varying levels of ruggedization on a firm-fixed-price basis, and engineering support services on a cost-plus-fixed-fee basis. Manufacture of I-SEI hardware systems will occur in Malvern, United Kingdom; engineering support services will be performed in San Diego, Calif., (70 percent) and Norfolk, Va., (30 percent), and is expected to be completed by October 2009. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured, as it is a sole-source contract award in support of the Department of Defense Foreign Comparative Test program.
