7. Expedited License Review Process for Defense
Capabilities Initiatives
This initiative
is designed to expedite U.S. review of licenses determined to be in support
of Defense Capabilities Initiative (DCI). Lessons learned during
the Balkan operations suggest that significant gaps exist between U.S.
capabilities and those of our allies. NATO governments are committed
to improving their respective capabilities in order to bring them closer
to U.S. standards. As a result of this commitment, DoD and DoS will
work together to expedite license requests of DCI projects.

8. Expedited Embassy Licensing Review Process
This initiative
is designed to expedite the handling of license applications for key supplies
submitted to the Office of Defense Trade Controls, DoS, by foreign embassies
based in Washington. It will provide rapid procurement of defense
articles needed for coalition or other short lead-time requirements for
the embassies of NATO countries, Japan, and Australia.

9. Improving U.S. Government Export License Automation
Systems
This initiative
would standardize incompatible computer systems between DoD and State and
between the USG and industry. The initiative will 1) establish a
common electronic interface between industry and the USG, 2) improve the
quality of the reviews that protect military capabilities, 3) improve and
standardize data and systems architectures among government agencies, 4.)
accelerate the licensing process workflow to meet global marketplace demands,
and 5) ensure the process is secure. DoD has reprogrammed funds for
the startup. The FY01 DoD budget requests $30M to support this effort.
