Special Programs:
Implementation and oversight of the Wye River Peace Accords, Jordanian drawdown authority,
the United Arab Emirates participation in KFOR operations in Kosovo, and the
foreign military financing of direct commercial contracts (FMF/DCC) program
(Also DCC Guidelines).
Also implementation of
transfers in the regions with FMF, 1206, ISFF funding
authorities, among others.
Guidelines for Foreign Military Financing of Direct
Commercial Contracts and Contractor's Certification and
Agreement with DSCA
The Defense Security Cooperation Agency (DSCA) revised its Guidelines
for Foreign Military Financing of Direct Commercial Contracts
and Contractor's Certification and Agreement with DSCA,
both dated August 2001. The current editions of both documents
are dated August 2009.
Full implementation of the
August 2009 editions of both the
Guidelines for Foreign Military Financing of Direct Commercial
Contracts and Contractor's Certification and Agreement with
DSCA is now in effect. Countries participating in the Foreign
Military Financing Direct Commercial Contracts program should
complete their transition to the January 2005 editions not
later than April 1, 2005.
