The missions of the
Information Technology directorate are (1) to maintain and
operate those assigned information systems that support DSCA
and the entire worldwide Security Cooperation (SC) community,
and (2) to develop and enhance information systems to deliver
new business value to the SC community.
The IT directorate in
Arlington, VA, is composed of the DSAMS Program Management
Office (PMO), the HQ Applications group (HQA), the Network/PC
Support group (LAN), and several IT staff positions. The PMO
provides primary oversight of the Defense Security Assistance
Development Center (DSADC) in Mechanicsburg, PA. The primary
responsibilities include:
- Operation,
maintenance and development of the Defense Security Assistance
Management System (DSAMS), including interfaces with CISIL,
MISIL, CMCS, DIFS, STANFINS, 1200, SAN, SCIP and other systems
- Operation,
maintenance and development of two MILDEP legacy systems (CISIL,
MISIL) on behalf of the Army and Navy, respectively
- Operation,
maintenance and development of the Security Cooperation
Information Portal (SCIP)
- Liaison with and
Service Level Agreement funding for DISA data center
operations for: DSAMS, five large legacy mainframe systems (CISIL,
MISIL, SAMIS, CMCS, DIFS), and SCIP
- Acquisition
planning and oversight of (1) IT support contracts and (2)
support agreements with other government agencies
- Oversight of the
Security Assistance Network (SAN) managed by DISAM
- Operation,
maintenance and development of multiple DSCA HQ systems (e.g.,
1200, FMS Credit, 1000)
- Management of all
local automation for DSCA HQ (including unclassified and
classified networks; e-mail; hardware; software; IT inventory;
PC support; video teleconferencing)
- Coordination and
implementation of IT security and Information Assurance issues
affecting the above systems, such as information vulnerability
alerts and annual training
- Formulation and
management of, in conjunction with DSCA/DBO and DSCA/STR, the
DSAMS, DSADC, DISA, HQ ADP, and SAN budgets and POMs
- Coordination of
conformance with (1) a variety of DoD CIO and government-wide
IT policy regulations and legislation that affect SC IT
systems, and (2) Security Cooperation or DoD financial
management policies that affect SC IT systems, in conjunction
with DSCA/STR and DSCA/DBO
- Support for future
IT initiatives, such as a case execution system
modernization/replacement, in conjunction with DSCA/STR, DSCA/DBO
and other entities
