The attached brief provides background and information regarding the FMS Forecast and Javits Report process and guidance on things to consider as you prepare your submission.

FMS Forecast (Sales Forecast) is a Department of Defense - DSCA responsibility.  Sec. 25(a)(2) requires estimate of total sales expected to be made to each foreign nation from the United States.  Each LOA is charged an FMS Admin fee and the Forecast provides insight to projected revenue, product demand, potential workload, and enhances the ability to work technology transfer and shape policy which can lead to shortened processing times for the LOA offer. 

Javits Report is a State Department responsibility.  Sec. 209 requires the President to submit to Congress an annual estimate and justification for sales which meet certain criteria.  It is a nonbinding advisory report for Congress.  Used to indicate defense export trends and open discussion on likely formal notifications.
