Strategy Directorate (STR)



Strategy Directorate Mission:  Envision, develop, resource, promulgate, and assess Security Assistance (SA) and security cooperation (SC) policy, programs, and activities.

The Strategy Directorate is comprised of the Plans Division and Policy Division and the DSCA Strategic Planner. The following is a summary of each division's responsibilities.

Plans Division:  Conduct assessments, coordinate Security Cooperation Guidance/Strategy, coordinate agency efforts supporting the Global War on Terrorism (GWOT), analyze national strategic documents, and facilitate transformation initiatives.  Responsible for out-year resource planning, sales forecasting coordination, issuing a Planning and Programming guidance for the Security Cooperation Community.  Performs manpower analysis, program analysis and evaluation for the DSCA community.  Leads development and use of PPBES for FMS and FMF Admin funding.

Policy Division:  Serves as the Agency's lead point of contact for developing, writing, and disseminating security assistance/cooperation policy and procedures to include writing and maintaining the DoD 5105.38-M, Security Assistance Management Manual (SAMM) and the review of business processes.  Serves as the Agency lead focal point for such policy issues as:  transportation; Letter of Request (LOR)/Letter of Offer and Acceptance (LOA) formats/procedures; logistics and acquisition issues related to security assistance; international education and training programs; security assistance/cooperation Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU) under DSCA's cognizance; Non-Recurring Costs (NC); business process reengineering/continuous process improvement; and drawdowns.  Serves as DSCA's lead point of contact in determining Information Technology (IT) functionality requirements for the Defense Security Assistance Management System (DSAMS), the Security Cooperation Information Portal (SCIP), and the Case Execution Management Information System (CEMIS).  Serves as the Change Review Board chair for DSAMS, SCIP, and CEMIS once the latter system is developed and deployed.
