Government Purchase Card (GPC)
GPC program provides a simplified approach for purchasing supplies
and services. Cardholders must be nominated by their supervisor
and complete required training prior to their appointment as a
cardholder. Please contact the contracting office if you have
questions regarding this program.
Overview of Government Purchase Cardholder/Approving Official Responsibilities
- Step 1: The Supervisor submits an email to the GPC Agency/Organization Program Coordinator (A/OPC) in DBO/CON nominating the cardholder or approving official.

Step 2: The Nominee completes and submits the
following forms and training certificates to the A/OPC. Links
to these forms and websites are located in the column to the
right.
- Cardholder Setup Application (if cardholder)
- Managing Account Application (if approving official)
- US Bank Access On-Line User ID Set-Up Request Form
- GSA SmartPay Purchase Card Training certificate
- Defense Acquisition University (DAU) on-line course certificates:
- CLG 001 – DoD Government Purchase Card (initial training)
- CLG 005 – Purchase Card Online system (PCOLS) Tutorial
- US Bank Access On-Line Web-Based Training certificate
- Section 508 Training
- Step 3: The A/OPC will process the application. Your card will arrive in approximately 7 to 15 business days.
- Step 4: the card by logging into US Bank Access On-Line and follow the instructions provided.
- Step 5: GPC statements are available for viewing by the 20th day of the month of each billing cycle. Cardholders are required to reconcile monthly purchases within 5 days of receipt of the statement and then forward the statement to the Approving Official. The Approving Officials are required to verify the cardholder’s purchases within 5 days of receipt of the cardholder reconciled statement. The Approving Official then forwards it to DFAS for payment. Timely reconciliation by the Cardholders and Approving Officials is critical in order to avoid interest payments and to obtain rebates.
