Security Assistance is both a tool of foreign policy and a large business. Under Security Assistance, defense articles and defense services are sold, leased, or granted to foreign governments and international organizations. Foreign Military Sales average around $10 billion per year, making Security Assistance a major business.
To support an increasingly complex mission, the Security Assistance community requires an advanced level of automated information systems (AIS) not currently available.
To meet these needs, DSCA is developing CEMIS to enable the Security Assistance community to better manage FMS and respond quickly and accurately to International Customers and to requests for country, regional, or global information from the Office of the Secretary of Defense, the State Department, Congress, and other US agencies.
