The Programs Directorate is
responsible for training, end-use monitoring, excess defense
articles, and foreign disclosure. It also manages a
number of defense-funded programs such as humanitarian
affairs, the Regional Centers, the 1206 Global Train and Equip
program, the Counter Terrorism Fellowship Program (CTFP), and
the Warsaw Initiative Fund (WIF).
The Programs Directorate is organized into four divisions
which are funded with a mix of DOD and FMS funded personnel.
Weapons (WPN) Division: Its main responsibilities include providing
technical and doctrinal subject matter expertise on
weapons and systems to the DSCA staff; synchronizing
inter-agency release/disclosure efforts to support major
weapons sales; overseeing international competitions
involving multi-service systems; obtaining approval for
and overseeing DoD's participation in
international trade shows; and implementation of the
Golden Sentry
End-Use Monitoring (EUM) program.
Human
Assistance, Disaster Relief and Mine Action (HDM) Division:
The mission of the HDM Division is to provide program
management for DoD humanitarian assistance programs funded
with the Overseas Humanitarian Disaster and Civic Aid (OHDACA)
appropriation across all regional Combatant Commands (COCOMs).
This includes steady state humanitarian assistance projects,
transportation of DoD and privately donated humanitarian
material, humanitarian mine action train-the trainer programs,
and foreign disaster relief. HDM works closely with its
SOLIC Policy counterparts as well as congressional staffs to
ensure the COCOMs are appropriately resourced, and that they
execute in accordance with policy, fiscal, and legal
guidelines.
Building Partnership Capacity (BPC) Division: The BPC Division executes many of the DOD
Title 10 security cooperation programs. These include
1206 Global Train and Equip, CTFP, and WIF. BPC also
administers the State Department's
International Military Education & Training (IMET) program, and the sale or grant of
Excess Defense Articles.
The Centers Management Office (CMO): The
primary mission of CMO is to provide Executive Agent
administrative support and resource management for the
execution of approved Regional Centers' program plans.
This effort includes reconciling diverse program
leadership priorities, and identifying and implementing
best practices to improve efficiencies and effectiveness
of the Regional Centers.
