 Process Transparency White Paper approved 1/26/99

In March 1999 the Deputy Secretary of Defense signed a policy memo allowing foreign governments to observe contract negotiations to a degree that was previously allowed by exception only. An updated policy memorandum is anticipated in 2001.

A new policy memo on cooperating with industry was also signed by the USD(P) and the USD(A&T) in May 1999.  The new policy promotes DoD/industry cooperation, when in the USG’s interest to form a united U.S. front in international competition.

A DSCA policy memo on increased LOA transparency, signed 13 September 1999, provides direction regarding foreign customer/industry participation regarding increased transparency when developing LOAs. [more]
