"The funds financing this LOA are provided in support of authority to [insert Purpose].

1. The funds are subject to all the requirements and restrictions specified under [insert Program Authority and Appropriation Authority, if different].

2. The funds carry the same time, purpose, and availability restrictions associated with fund source [insert Fund Source].

3. • (For funds which expire) "Funds not obligated within the period of availability ending on [insert Expiration] will be rendered unavailable for new obligations unless a subsequent authority extends the period of availability. Funds will cancel at midnight on September 30th, [insert Cancelation FY]."

   • (For funds which do not expire) "Funds not obligated within three years of LOA implementation may be returned to the Funding Authority."

4. The total funds available for expenditure against this LOA are limited to the total estimated cost of this LOA."
