Changes to the Security Assistance Management Manual (SAMM), DoD 5105.38-M

The attached changes are to be included in the automated SAMM file for internet and Defense Acquisition Deskbook (DAD) CD ROM access. A summary of the changes is as follows:

• Paragraph 70105.L.10. is to be added. This pertains to LOA notes that highlight the waiver of certain charges. See attachment 1.

• Tables D-7 (attachment 2), E-6 (attachment 3), and E-7 (attachment 4) are to be replaced with updated tables.

Add the following as SAMM paragraph 70105.L.10.:

10. Waiver of NC Charges Add one of the following notes, as applicable for each defined line LOA:

Nonrecurring costs (NC) apply to line item [number] of this LOA. The customer's waiver of NC costs against line item [number] has been approved by DSCA memorandum I-[number] dated [date] and no NC costs are included herein.

Nonrecurring costs (NC) apply to line item [number] of this LOA. The customer's request for waiver of NC costs against line item [number] is under review and was forwarded to DSCA on [date]. An LOA Amendment or Modification will be prepared to reflect this waiver if approved.

Nonrecurring costs (NC) apply to line item [number] of this LOA. If desired, a request for waiver of NC costs must be forwarded with appropriate justification for consideration prior to your acceptance of the LOA.

No Nonrecurring costs (NC) apply to this FMS sale.
