Interim Security Assistance Management Manual (SAMM) Change - Missile Technology Control Regime (MTCR) Review Policy for Fuses (DSCA Policy 02-39)
Implementation of MTCR in FMS requires evaluation of all items that are exported under FMS cases, regardless of whether they are domestic or foreign manufacture. For the purpose of that evaluation, common ammunition items and their fuses can be assumed to pose no MTCR concern, unless the evaluator has a specific reason to suspect otherwise.
The MTCR attempts to control fuses that would be useful in a long range missile or Unmanned Aerial Vehicle, the assumption being that these would be armed with a nuclear warhead. Because nuclear weapons historically have been equipped with peculiar and sophisticated fuses, it does not serve the MTCR's purpose to extend its control over common fuse types used in common munitions.
Therefore the following will be added to the SAMM as a new paragraph 50004.D3:
"3. The reviewer is NOT to report as a possible MTCR-controlled item any common type munitions fuse, even though all such fuses meet the criteria of Item 2.A.l.f in the MTCR Annex (i.e., "weapon or warhead sating, arming, fusing and firing mechanisms... "). If the fuse in question is an unusual type, a rough equivalent of which is not likely to be found in most foreign arsenals, or if the fuse uses sophisticated means to determine burst height (e.g., radar), the reviewer should report it."
The existing paragraph 50004.D3 and subsequent paragraphs will be renumbered, as appropriate.
