Change in Letter of Offer and Acceptance (LOA) Documents Line Item Listings (DSCA Policy 07-06)

Effective February 5,2007, a change in the Defense Security Assistance Management System (DSAMS) will modify how the Line Item appears on Basic Cases, Amendments, and Modifications for the purpose of identifying those items with individual EUM and compliance requirements. In addition to the current Significant Military Equipment (SME)/Major Defense Equipment (MDE) code, DSAMS will now print, at the line level, the Missile Technology Control Regime (MTCR), End-Use Monitoring (EUM), and International Traffic in Arms Regulations (ITAR) U.S. Munitions List (USML) Category codes. These codes are as part of the information associated with each item as entered in the Military Articles and Services List (MASL) and will be placed in the document automatically. A listing of the codes, a sample of the format, and Line Item examples are attached. When no code is associated with that field in the MASL, it will register as "-" on the document.

A formal change to the Security Assistance Management Manual (SAMM), to include revisions to the current SAMM language, example documents, and LOA Information attachment, will be forthcoming.
