REFERENCE :

1. Under Secretary of Defense for Acquisition, Technology and Logistics Memorandum, Subject: Iraq Foreign Military Sales (FMS) -- Actions Required, July 17, 2008

The above reference was a result of a Department of Defense review of FMS case development, contract language, and business rules needed to improve acquisition and transportation outcomes for the Iraq FMS program.

One of the recommendations identified in the memorandum is the implementation of a compendium of acquisition and transportation business rules for Iraq to be used during FMS case development and also incorporated into FMS contract and/or delivery terms and conditions. These rules are available on the Defense Procurement and Acquisition Policy (DPAP) website at: http://www.acq.osd.mil/, as well as on the DSCA webpage at http://www.dsca.mil/.
