MEMORANDUM FOR :
DEPUTY ASSISTANT SECRETARY OF THE ARMY FOR DEFENSE EXPORTS AND COOPERATION SUBJECT : Assignment of Program Code "C6" to Track Funds Provided by the Global Security Contingency Fund (GSCF), DSCA Policy 13-03 [SAMM E-Change 219] Congress established the Global Security Contingency Fund (GSCF) in the Fiscal Year 2012 National Defense Authorization Act, P.L. 112-81. The law currently authorizes the Department of Defense and the Department of State to contribute a total of up to $250M each fiscal year ($200M and $50M respectively) to this fund, which is available to enhance the capabilities of a partner country's national military forces, security forces and government agencies responsible for border and maritime security, internal defense, and counterterrorism operations. In addition, the funds may be used for the justice sector (including law enforcement and prisons), rule of law programs, and stabilization efforts in a country in which conflict or instability challenges the existing capability of civilian providers. Implementation of the GSCF authority requires collaborative interagency planning and execution of U.S. Government security sector assistance. The Office of the Undersecretary of Defense for Policy, the Defense Security Cooperation Agency (DSCA), the Geographic Combatant Commands, and the Military Departments all have important roles in the planning of appropriate, executable security cooperation and in the timely delivery of articles, equipment, and services (including training) to designated partner countries. Effective immediately, Program Code "C6" is assigned to track GSCF funds placed on BPC cases. Chapter 15 of the Security Assistance Management Manual (SAMM) is changed according to the Attachment.
