MEMORANDUM FOR :
COMMANDER, U.S. AFRICA COMMAND, DIRECTOR OF STRATEGY PLANS AND PROGRAMS SUBJECT : Sourcing for Security Cooperation and Security Assistance Activities, DSCA Policy 13-05 [SAMM E-Change 209] The purpose of this memorandum is to update the Security Assistance Management Manual (SAMM). The SAMM Section C11.8.7. is updated by deleting the following paragraph: "DoD personnel manning SCET teams must be sourced via the Global Force Management (GFM) allocation process, per the DoD's annual Global Force Management Implementation Guidance. Use of the formal GFM process ensures the CCMD's Theater SC Plan is met, and appropriate authorities (such as Operational Control (OPCON)) are expressed for the duration of the SCET activity." Joint Staff provided clarification that the GFMIG does not require Mobile Training Teams funded by Foreign Military Sales or Building Partner Capacity programs to go through the GFM process. This change is effective immediately and included in the SAMM at http://www.dsca.mil/samm/ as E-Change 209, Policy Memo 13-05.
