NDPC exercises control of Classified Military Information (CMI)
in the names of the Secretaries of State and Defense.
Disclosure made only when all of the following criteria are met:
1. Disclosure is consistent with U.S. foreign policy and national security objectives regarding the receiving foreign government
2. Disclosure is consistent with U.S. military and security objectives
3. Foreign government will afford the same degree of security
4. Disclosure will result in a clearly defined advantage to the U.S.
5. Disclosure is limited to information necessary to the purpose for which disclosure is made
